To create an announcement, you can specify the area where the announcement will be visible by drawing the area on the map. These announcements will be visible only to the users who pan to that part of the map, making it highly relevant for the users in that area.
You can also view announcements in your area by simply panning the map to your area of interest, and only announcements made in that area will show up.
